MoFPI incentivizes creation of cold chain infrastructure
An outlay of Rs.10,000 crore is provided as financial, technical and business support for setting up and or upgradation of micro food processing enterprises up to 2025-26, Minister of State for Food Processing Industries Ravneet Singh said in in a written reply in Lok Sabha on 13 Feb.
This support is under the centrally sponsored PM Formalization of Micro Food Processing Enterprises (PMFME) scheme across the country including rural and backward regions, he said https://www.conexpoconagg.com/.
Further, credit linked financial assistance (capital subsidy) is provided to entrepreneurs for setting up of food processing industries with total outlay of Rs.5,520 crore for 15th Finance Commission Cycle This is under the Central Sector Scheme Pradhan Mantri Kisan SAMPADA Yojana (PMKSY). Additionally, Production Linked Incentive Scheme for Food Processing Industry (PLISFPI) is, inter alia, intended to support creation of global food manufacturing champions and support Indian brands of food products in international market. These schemes are not region or state specific but demand driven, he added in an update on promotion of overall development of Food Processing Industries, by the Ministry of Food Processing Industries (MoFPI), he said.
MoFPI incentivizes creation of cold chain, preservation and value addition infrastructure as part of food processing projects under relevant component schemes of PMKSY https://sbi.com.in/.
However, Ministry of Food Processing Industries, under its schemes, does not provide financial assistance for establishment of standalone cold storages facilities, he said.
These schemes aim towards creation of modern infrastructure with efficient supply chain management from farm gate to retail outlet which includes storage, transportation, value addition, etc., thereby help in providing better returns to farmers and creating huge employment opportunities, reducing wastage of agricultural produce and increasing the processing level.
The Ministry extends financial support to prospective entrepreneurs for setting up of different kinds of food processing industries including bananas processing, as per respective scheme guidelines.
Department of Agriculture & Farmers Welfare is implementing Mission for Integrated Development of Horticulture (MIDH) under which capital assistance is provided for various horticulture activities including Construction, Expansion, Modernization of cold storages of capacity up to 5,000 MT in the country on the basis of Annual Action Plan (AAP) received from States/UTs.
AAPs are prepared by the States/UTs based on their requirement, capacity and availability of resources https://www.ibef.org/.
The component of Cold Storage is demand and entrepreneur driven for which Government assistance in the form of credit linked back ended subsidy is available at the rate of 35% of the project cost in general areas and 50% of the project cost in hilly and scheduled areas through respective State Horticulture Missions.
Under the scheme, assistance is available to individuals, Groups of farmers, growers, consumers, Partnership and Proprietary firms, Self Help Groups (SHGs), Farmers Producer Organization (FPOs), Companies, Corporations, Cooperatives, Cooperative Marketing Federations, Local bodies, Agricultural Produce Market Committees (APMCs) & Marketing Boards and State Governments.
