Smart Cities Mission has invested over US$19 bn across 100 cities
Philadelphia-headquartered VSBLTY Groupe Technologies Corp. (CSE: VSBY) (OTCQB: VSBGF) (Frankfurt: 5765) is to work on India’s rapidly growing smart city market through a strategic platform licensing partnership with QuadGen Wireless Solutions Private Limited, a Bangalore-based smart city infrastructure company with over 15 years of deployment experience across the country.
Under the partnership, QuadGen has secured a strategic platform license to the VSBLTY platform — inclusive of the VSBLTY edge box, edge perception, multi-sensor data fusion, operational intelligence, and analytics software co-developed and optimized for law enforcement use cases — for deploying AI-powered smart city and public safety solutions across India’s government markets.
India’s video surveillance and AI analytics market, valued at approximately US$5 billion in 2025, is projected to exceed US$12 billion by 2030 (~20% CAGR). The Smart Cities Mission has invested over US$19 billion across 100 cities, deploying more than 84,000 cameras with all 100 cities operating Integrated Command and Control Centres (ICCCs). New STQC certification requirements have opened approximately 33% of the market, while government mandates require over 70% of capital budgets be spent on domestically manufactured solutions — creating strong demand for licensing partnerships enabling local manufacturing, said VSBLTY.
“India represents one of the most significant market opportunities in global AI surveillance today. The convergence of the Smart Cities Mission, regulatory changes that have reshaped the competitive landscape, and domestic procurement preferences creates an ideal environment for our licensing model,” said Jay Hutton, CEO, VSBLTY Groupe Technologies of Philadelphia.
“QuadGen brings 15 years of infrastructure expertise, deep government relationships, and domestic manufacturing capability, positioning VSBLTY to generate recurring licensing revenue from one of the world’s fastest-growing markets,” Hutton said on 5 Nov.
QuadGen, founded in 2007 and headquartered in Bangalore, already has a meaningful footprint in smart city infrastructure and related managed services across India, with US$500 million in cumulative revenue. Key qualifications include an exclusive partnership with BSNL (India’s state-owned telecom provider) covering nine states and approximately 600 million people; fiber grid deployments valued at approximately US$240 million in Andhra Pradesh and Telangana; manufacturing facilities in Bangalore enabling “Make in India” compliance; and board membership of Professor Arogyaswami Paulraj, Stanford Emeritus Professor and inventor of MIMO wireless technology. The company is led by CEO Ponnanna Uthappa, formerly of Tata Consultancy Services.
“VSBLTY provides QuadGen with a world-class AI technology foundation unmatched in the Indian market. VSBLTY’s platform — particularly its built-in compliance and transparency framework, which ensures every AI detection can be traced back to its source and independently verified — addresses the growing requirement for explainable, accountable AI,” said C.S. Rao, Chairman, QuadGen Wireless Solutions. “Combined with our domestic manufacturing and government relationships, this partnership positions us to deliver complete, locally manufactured AI solutions across India’s expanding smart city ecosystem.”
The strategic platform license encompasses the complete VSBLTY operational intelligence platform and edge box: V.Edge (silicon-agnostic edge AI across Qualcomm, NVIDIA, Blaize, and Intel); V.Next (multi-sensor data fusion correlating 1,000+ data streams in under 5ms); V.Data+ (predictive analytics); a built-in compliance and transparency engine (ensuring every AI detection is fully traceable and verifiable); response management; and VisionCaptor/DataCaptor media analytics. VSBLTY and QuadGen have taken great pains to optimize and customize the solution specifically for India’s growing demand, co-developing and refining the platform for law enforcement and public safety use cases to meet the operational, regulatory, and infrastructure requirements of Indian government deployments.
VSBLTY generates revenue through a combination of perpetual licensing fees and recurring revenue. The strategic licensing model provides upfront perpetual license revenue for each deployment, complemented by ongoing recurring revenue from software updates, managed services support, and per-node fees as deployments scale across the Indian market — a capital-light path to compounding revenue at scale in a market growing at approximately 20% annually.
Following extensive testing and customization for the Indian market, the partnership is now positioned to convert pipeline into contracts. QuadGen’s existing footprint provides immediate access to active procurement cycles across multiple states. Target applications include AI-powered safe city systems, Intelligent Traffic Management Systems (ITMS), ICCC modernization, crowd analytics, and health facility security. The Company expects deal flow to begin at the end of 2026 and to lead to aggressive growth in the coming quarters.
